Lodge 560: Camp Bud Schiele CSPs

Here’s a tough question for those who try to classify Order of the Arrow patches. If a council produces, awards and sells a councilstrip without any direct involvement from the council’s lodge, but includes the lodge number in the design, should this be listed in Blue Book and this site with the lodge’s issues?
In discussing these patches, Jimmy Arthurs wrote:
“They are used to promote camp attendence. Troop SM’s earned one and other (OA) members could buy one. We asked for any extras to sale in our store. We have gotten some 2 of the 4 years.”
So, do these get listed with the lodge issues? Following the “Rule of Duck”1 I would say “yes.” The patches have the lodge number on them and were sold primarily to lodge members. They also have “WWW” in their design. The patches certainly squawk and have feathers.
I have tried to insert these into the ordering of the lodge’s odd-shapes. It was easy since there really hasn’t been much in the way of odd-shape patches from this lodge since 2004. Along the way, I renumbered the 2006 Elangomat patch from “X21?” to “X23?”. The Blue Book data for these issues are as follows:

If the lodge was not involved in the decision to involve themselves with the patch, and have been distributed to them by the outside entity, would that not make them “Z”‘s?
It could be argued that since the CSP would need the approval of the Scout Executive of his designee tacit approval from the lodge has been obtained. The Scout Executive is Supreme Chief of the Fire, making any actions of his with regards to the lodge official.
That could be argued as you state, however, the question as I see it is still to be answered, “Did the lodge request these to be made, or did the council just make them and assume that it would be hunky dory with the lodge?” As you say, “The Scout Executive is Supreme Chief of the Fire, making any actions of his with regards to the lodge official.” I sure hope that most Scout Exectutives don’t assume that it is alright with their respective lodges to make a patch without letting them in on it.
