Lodge 118: “Vigil Honor 2007″ Neckerchief

I have received word of this unusual neckerchief issued by Wahissa lodge. The lodge has been known for its conservative practices on producing memorabilia. Even in recent years it has not produced or issued many so called “special issues”. Thanks to Larry Banks for supplying the news and image of this piece.
Beyond what the piece says, I do knot know exactly why this was issued. My guess — and it’s only a guess — is that it was issued to those lodge brothers who kept their Vigil in 2007. Can anyone confirm or deny this?
There are arguments that could be made for listing this as a lodge issue or an event issue. Until I know more about this piece my inclination is to list this as “N4?”. The listing data for this neckerchief are as follows:

This was available for purchase to all Vigil members following the 2007 Vigil Ceremony, and later sold in the lodge trading post until the supply ran out.
There was also another neckerchief issued to the members of the Vigil Committee that was given to everyone who worked to put the Vigil together. These were much more limited, and I suspect that less than 50 were issued.
